Do You Need a License to Braid Hair in Utah? (2026 Rules)

Utah Code § 58-11a-304 exempts hair braiding (broadly defined to include box braids, cornrows, locks, twists, extensions, and glue-free wefts) from licensure; SB 330 (2025, effective Jan 1, 2026) restructured cosmetology licensing, kept the braiding exemption, and cut cosmetologist hours from 1,600 to 1,250. The new 2-hour hair safety permit applies to blow-dry/styling services, not braiding.

Braiding exemptions and certificates typically cover natural hair work: braiding, twisting, locking, weaving, and extensions using natural or synthetic hair. They do NOT cover chemical services (relaxers, color), cutting, or treatments — those sit under the full cosmetology license everywhere.
