Do You Need a License to Braid Hair in North Dakota? (2026 Rules)

HB 1345 (2019) removed natural hair braiding (and threading) from the scope of NDCC ch. 43-11; the cosmetology definitions now exclude natural hair braiding so no license is required, provided no chemicals, heat, or wax are used. Cosmetology dropped from 1,800 to 1,500 hours effective Aug 1, 2021.

Braiding exemptions and certificates typically cover natural hair work: braiding, twisting, locking, weaving, and extensions using natural or synthetic hair. They do NOT cover chemical services (relaxers, color), cutting, or treatments — those sit under the full cosmetology license everywhere.
