New York issues a separate Natural Hair Styling license under the Appearance Enhancement Law (GBL Art. 27): 300 hours of approved study plus written and practical exams, versus 1,000 hours for full cosmetology. Braiding for compensation without this license is not permitted. A proposal to reduce the requirement to 40 hours was pending as of 2025-2026 but not enacted.
What braiding covers — and what it does not
Braiding exemptions and certificates typically cover natural hair work: braiding, twisting, locking, weaving, and extensions using natural or synthetic hair. They do NOT cover chemical services (relaxers, color), cutting, or treatments — those sit under the full cosmetology license everywhere.
