Stat. § 20-250 (Chapter 387) expressly provides that nothing in the hairdressing/cosmetology definition shall prohibit an unlicensed person from performing shampooing or braiding hair, so braiders need no license. Hairdresser/cosmetician licensure (1,500 school hours) is administered by the Department of Public Health with a $100 initial application fee.
What braiding covers — and what it does not
Braiding exemptions and certificates typically cover natural hair work: braiding, twisting, locking, weaving, and extensions using natural or synthetic hair. They do NOT cover chemical services (relaxers, color), cutting, or treatments — those sit under the full cosmetology license everywhere.
